Backward Classes Welfare & Tribal Development

About :

The Backward Classes Welfare and Tribal Development Department work for social, economic and cultural development of the people belonging to SC, ST and OBC in the State. The main functions of the Department are:

  • Promotion and implementation of educational schemes including training for enhancement of capabilities in them.
  • Issuance of caste certificates and enforcement of reservation rules in services, posts and educational institutions.
  • Implementation of schemes including income generation schemes for economic upliftment.
  • Strengthening of infrastructure and creation of community assets for integrated development of the backward classes.
  • Social and cultural development of the backward classes.
  • Identifying critical gaps in Schedule Caste concentrated area, preparation of plan and its implementation accordingly under PM-AJAY and RIDF XXVIII.
  • Identifying critical gaps in Tribal Development, preparation of plan and its implementation accordingly under Article 275(I) of the Constitution of India and RIDF XXVIII.
  • Preparation of plan and its implementation for PVTGs (Particularly Vulnerable Tribal Groups).

Functions & Services offered:

Reservation in admission in Educational Institutions, Caste Certificate, Central Government Assistance, Educational Schemes, Hostels, Training, Cultural Development, PoA & PCR Act, Community Development Schemes, Social Security Schemes i.e. Tapashili Bandhu for SC & Jai Johar for ST, Free Coaching for SC/ST students for WB JEE/ JEE/NEET (medical). Besides, there is a provision of granting incentives in cases of inter-caste marriages. Presently a grant of Rs.30,000/- is allowed on each incident of Inter-Caste Marriage. Applicant can apply online.

Schemes:

  • Caste Certificate: Issue of Caste Certificates is major activity of the department.
  • Educational Schemes: CS Pre-Matric Scholarship to SC/ST, Post Matric Scholarship to SC/ST/OBC, Pre-Matric Scholarship to OBC, Shikshashree for SC/ST, Merit-cum-Scholarship.
  • Hostels: There are four types of hostel here in this district. The hostels are as follows:
  1. Central Hostel
  2. Babu Jagjivan Ram Chhatrawas Yojna
  3. Ashram Hostel
  4. School Attached Hostel

POA Act and PCR Act:

Prevention of Atrocities Act (POA) and Protection of Civil Rights Act (PCR) are two Acts which protect the Scheduled Castes and Scheduled Tribes against atrocities and un-touchability.

Training:

Creating employment opportunities through skill Development in various sectors. “Ethnic Beauty Care”, innovative skill training in ‘Beauty and Personal care’ has opened up livelihood opportunity of SC female beneficiaries as beautician in rural Bengal.

Cultural Development:

Besides different programmes for socio-economic development of the SC/ST. During last few years SC/ST students are awarded “Ambedkar Medha Puroshkar” with token cash ward of Rs. 5,000/- and a certificate for their meritorious result in 10th standard Board Examinations.

Cultural Programme:

Bhawaiya Sangeet Competition, One Act Tribal Drama, Karam Puja, International Day of World Indigenous People (Biswa Adivasi Diwas), Hul Diwas.

WB JEE/ JEE/NEET:

Pre Examination training SC& ST students along with 400/- p.m. stipend.

Social Security Schemes under “Jai Bangla Portal” ( https://jaibangla.wb.gov.in/ )

: Taposili Bandu for SC and Jai Johar for ST.

Eligibility:

  • The person has attained the age of 60 years and above.
  • The person is an ordinary resident of the State.
  • The person must belong to SC/ST category.
  • The person must have own bank account.
  • The person is not a beneficiary under any other Social Security pension scheme or a recipient of Government pension or pension from any other organization.

Benefits:

Monthly Pension :  Rs.1000/-
